WASHINGTON, D.C., July 14, 2025 – The Committee for Freedom in Hong Kong (CFHK) Foundation congratulates Senator Dan Sullivan (R-AK) on being named the new Chairman of the Congressional-Executive Commission on China (CECC).

Sen. Sullivan has a been a strong advocate for the people of Hong Kong throughout his time in Congress. Most recently, he reintroduced the Hong Kong Judicial Sanctions Act (S. 1755) with Senators Jeff Merkley (D-OR) and John Curtis (R-UT) to hold Hong Kong judges and prosecutors accountable for their human rights abuses.

Upon its reintroduction Sen. Sullivan said: “The Chinese Communist Party has completely corrupted the local judiciary and is turning it into a tool of intimidation and injustice, contrary to the promises made to the world, including in the Sino-British Joint Declaration. America must stand firmly against the CCP’s flagrant violation of the civil rights of the Chinese people and citizens of nations across the globe.”

In addition to authoring this essential legislation, Sen. Sullivan has provided strong support and solidarity for Hong Kongers in the U.S., including CFHK Foundation staffer Frances Hui, who have been targeted with bounties by the Hong Kong government. He has also co-sponsored Senate resolutions condemning repression in Hong Kong and was a co-sponsor of the landmark Hong Kong Human Rights and Democracy Act (P.L. 116-76) that was signed into law in 2019.

He will join Co-Chairman Chris Smith (R-NJ) and senior members Senator Jeff Merkley (D-OR) and Rep. James P. McGovern (D-MA) in leading the commission in the 119th Congress. The CECC is a bipartisan, bicameral commission responsible for monitoring and providing policy recommendations on the rule of law and human rights in the People’s Republic of China (PRC).

Sen. Sullivan has a longstanding record of support for freedom in Hong Kong and has met with bountied activists including Frances Hui and Joey Siu. (X)

The CECC has been at the forefront in driving legislation that holds the CCP accountable for human rights abuses in the PRC and Hong Kong. Over the years, CECC members — including former CECC Chairman and current Secretary of State Marco Rubio — have authored key legislation on Hong Kong including the Hong Kong Human Rights and Democracy Act (P.L. 116-76), the PROTECT Hong Kong Act (P.L. 116-77), the Hong Kong Economic and Trade Office (HKETO) Certification Act (H.R. 2661/S. 490), the Hong Kong Judicial Sanctions Act (H.R. 733/S. 1755), and the Jimmy Lai Way Act (H.R. 2522). Through its annual reports and political prisoner database, the CECC continues to call attention to repression in Hong Kong and the plight of political prisoners.

Jonathan Stivers, U.S. Director at the CFHK Foundation, said:

“The CFHK Foundation is thrilled that Senator Dan Sullivan has been named the new Chairman of the Congressional-Executive Commission on China (CECC). Senator Sullivan has been a strong leader supporting the Hong Kong people and holding CCP officials accountable for their human rights abuses. We look forward to working with Senator Sullivan in this new role, along with the expert and capable staff of the CECC. Together, we will push back against repression and work to free political prisoners in Hong Kong.”
