Chloe Cheung was a student when the political upheavals began in Hong Kong. By the age of 13, she had witnessed the 2019 Hong Kong movement, and by 15 she had left Hong Kong to continue her activism overseas. She founded "HongKongers in Leeds," orchestrating regular events and street booths. Seeking to broaden her reach and impact, she joined the Committee for Freedom in Hong Kong Foundation, where she initiated the “Not Guilty - Stand With Hong Kong 47” campaign, which reached over 20 cities and mobilised thousands globally. On December 24, 2024, the Hong Kong authorities placed a HK$1 million bounty on her as a result of her pro-democracy activism in the UK.
